Build the GMR around the crossing—not after it.
A GMR brings the movement’s declaration references into one carrier-facing record. This checklist keeps route, reference, vehicle and inspection decisions in the order the movement needs them.
For a GVMS route, create one GMR for the crossing, include every required declaration reference, reach OPEN state before check-in and follow the inspection instruction after arrival.

- 01Confirm the route
Check the port and direction use GVMS before the movement is built.
- 02Collect every reference
Reconcile import, export, transit and safety-and-security references for all goods carried.
- 03Create and repair the GMR
Resolve rule failures until the GMR is OPEN; NOT_FINALISABLE is not ready for check-in.
- 04Match the physical movement
Vehicle registration, trailer or container identifiers must match what reaches the carrier.
- 05Present and follow the outcome
Give the GMR to the carrier and check whether the goods must report for inspection.
